Restricted access to NHS database records

UK Health Minister John Hutton has announced that patients will have the right not to have their medical records stored electronically as part of the new NHS IT database (see BBC news report). An alternative option would allow sensitive data to be restricted for emergency access only, but Mr Hutton reportedly said that he thought few people would choose to opt-out of the system. However, it has also been reported that the NHS National Programme for IT has qualified Mr Hutton
